Thank you for the information, I'll head on over and download the launcher and give it a go. The hardware I'm currently running on is a Macbook pro late 2008 the GPU is a Nvidia GeForce that has 2035MB graphic memory along with 256mb dedicated video memory. The processor is a Intel(R) Core(TM)2 Duo CPU that runs at 2.40GHz as it's max.
I have 4GB of ram and a simple 1TB HDD built into this little thing.
I run Windows 7 though Bootcamp and all my games run fine (Of course on lowest settings) Surprisingly at first when I reinstalled the game though Steam it would not boot up at all. Once I restarted my computer the game starts up now but with no sound or music at all. I checked the settings and they are on but nothing coming out of my speakers. (Even tried earphones and headphones)
As for the framerate drops, I'm not entirely sure as to why but hardware mode just drops frames like no tomorrow. I ran it though software mode and it runs a bit better but it still has issues here and there.
EDIT: I tried out a SimCity 4 launcher and it did nothing to improve my game sadly nor fixed my sound issue. Hopefully we can find a cure to this issue as soon as possible. Thanks in advance.
There have been threads on this subject in the past. Try searching this forum and others for solutions. Some problems seem to revolve around audio codec issues, so be sure you didn't recently uninstall a multimedia program or otherwise make corrections to installed codecs. Also, check to see if DirectX has somehow been updated without your knowledge. Other issues can involve selective muting options in Win7, so check for that, too.

My DirectX is 11 and so far from what I've check nothing has been updated.
As for the audio codecs, mind naming off anything that simcity 4 uses? This is pretty much a fresh install of Windows 7 on Bootcamp. So it should not have any issues. But it could be possible that I might need to install some sort of codec I'm missing. But if you got any knowledge of what kind of codec Simcity 4 uses. I'd be welcome to search it up and download it.
Also I've search it up so far and tried out other users missing sound problem. Thing is it's not working.
Hopefully this can be repaired, thanks in advance.
I posted on this issue awhile ago, in this forum, and did link or otherwise identify the necessary codec. I don't remember what it was, but the post should be around here, somewhere. (Just spent some time searching the net for answers.) If you can find that post, the codec is listed as well as several other possible solutions.
Are you running a launcher and have you configured the game's command line settings appropriately? I'll post my general troubleshooting post, for your info:

Configure the launcher properly. First, you want to force CPU cores to 1. Setting the CPU to "High Priority" can also help if you're experiencing choppiness or instability. Next, choose your renderer. Software mode will probably be the safest to start with, in regards to stability. Try that, first. Then, switch up to DirectX if you can, just to check. OpenGL might work, but can be difficult to deal with using certain cards.
Disable the intro video - It can cause issues in certain configurations.
If your're having mouse problems, you can adjust the mouse's display settings and that might correct your issues.
Setting the CPU to "High Priority" can also help if you're experiencing choppiness or instability.

One thing you may have to do is to be sure the game is single-threaded and, perhaps, set to high-priority in order to avoid sound corruption problems.
Get the launcher I linked, above, since it has a very nice autosave feature and is highly configurable, giving you access to all command-line settings with a nice GUI interface so you can quickly troubleshoot different setups.
Since you're running Bootcamp, I assume you're a Mac user. There may be limits as to how far one can go in troubleshooting Mac-related issues. (PC User, here, sorry.) Mac forums are generally fairly helpful places and I'd be very surprised if this subject hasn't come up in one of the popular Mac gaming forums. Have you tried any of those?
The next question is, why does it frame skip so much though? I might have to try out the launcher again and see if any of the settings on it fixes the issue. Till then, any information would be welcome.

Also Bootcamp is pretty much a program that lets you dual boot Windows. As if your gonna dual boot Linux. So forth on, lets consider this Macbook computer a Windows computer due to it running Windows 10 as of now.

The launcher is going to help you a lot. With that launcher, and it's autosave feature, you'll be able to quicly try out all the different command-line settings without having to manual edit them into your Steam command-line executable for the game while, at the same, having little fear of losing a lot of prescious play time due to a crash or a mistake, once you can play the game after you get it performing well. :)
Also, there are some Mac issues that the launcher could help to fix. For instance, some Mac users have issues with the cursor. I know you're basically running a Windows boot, but if your hardware has some slight issues with mouse-cursor emulation and that causes some problems, you can fix that with the launcher by checking the mouse-cursor box.. thingie. (Forget what it's called in the launcher.)
As for "choppiness", make sure it's running single-threaded! That's one of the biggest issues. You can also force it to run at "High" priority, which will help a good bit, so long as you're not also trying to run other programs in the background.
Also, disable the intro movie, as that can cause problems at times. (Usually causes a crash in suspect systems.)
The choppiness should clear up with the single-threading lockdown. If not, mess with the resolution settings and see how it performs under different Rendering engines. (DirectX, OpenGL, Software Rendering Mode.)
