The below is my standard bug reply and includes a link to a good launcher that will help you more easily configure SC4:

Configure the launcher properly. First, you want to force CPU cores to 1. Setting the CPU to "High Priority" can also help if you're experiencing choppiness or instability. Next, choose your renderer. Software mode will probably be the safest to start with, in regards to stability. Try that, first. Then, switch up to DirectX if you can, just to check. OpenGL might work, but can be difficult to deal with using certain cards.
Disable the intro video - It can cause issues in certain configurations.
If your're having mouse problems, you can adjust the mouse's display settings and that might correct your issues.
Setting the CPU to "High Priority" can also help if you're experiencing choppiness or instability.

Note: You may find it necessary to also disable the Steam overlay/chat feature when playing.
Try starting TASK MANAGER then SC4.exe, if the EXE is running then force close, then it's an old problem of CTD, possibly DX corrupt or something. it's happened since Windows 7. I solve mine with reinstalling Windows.
Good luck. Keep checking for driver updates for your hardware and for fixes from Microsoft.

But this won't work on Win10 as they have removed the secdrv.sys driver from it, its been the main topic of conversion on the SimCity forums outside of Steam
