What OS are you running? For some reason, it appears something is making some player's SimCity 4 "hang" when closing, leaving the process locked open.
How are you running the game? Online, Offline, with a launcher, customized command line, etc ? IOW - What are the steps you take to run the executable and what modifications have you made to the game's command-line?

If you're running it through Steam, try disabling Steam's overlay chat feature! That might do it.
However, make sure you are not using the "Save and Quit" option in-game. The sheer amount of work required to save the city, capture a screenshot and then close the application, often leads to problems. The larger the city and Plugins folder (# of mods), the more likely this process will end in failure. Such failure can cause save-file corruption or simply make the app hang. This can be fixed by entering Task Manager and closing it manually if it occurs however.
And retry save and quit and try Process -CPUCount:1 and play game in software mode instead of Hardware.
