When I quit SC4, the process simcity4.exe continues to run
I have been unable to start SC4 again after shutting it down. When I try to start it the second time, Steam prompts me that it is already running. The only way I could restart SC4 after quitting it was to reboot the PC.

Then I used task manager to dig deeper and discovered that the process simcity4.exe continues run after I have quit the game. Waiting makes no difference. Simcity4.exe will continue to run until I reboot the PC or force the process to end in task manager.

Strangely, though simcity4.exe is running in the task manager process list, task manager does not show Sim City 4 running in the applications list.

I get around the problem by routinely going to task manager and killing simcity4.exe in the processes list - but that shouldn't be necessary. Something is amiss. Has anyone heard of this problem?

There was a post on this recently.

What OS are you running? For some reason, it appears something is making some player's SimCity 4 "hang" when closing, leaving the process locked open.

How are you running the game? Online, Offline, with a launcher, customized command line, etc ? IOW - What are the steps you take to run the executable and what modifications have you made to the game's command-line?

Here, someone say's the solution is to disable Origin's overlay chat feature: http://answers.ea.com/t5/Miscellaneous-Issues/SimCity-won-t-load-again-after-quitting/td-p/614190/page/2

If you're running it through Steam, try disabling Steam's overlay chat feature! That might do it.

Yes, I'm runnning SC4 through Steam. I'll try the chat disable.

for me it starts up again, but my issue is that it is running in th ebackground processes. I run it through steam but usually use a launcher. also it may be due to having switched it to run on 1cpu? What Troubles me about this is i have it in my Memory somewhere that (this may be about simcity 3k?) simcity basically had the right to a lot of info on ist users. like it gathers data on the users Actions and Reports them back, or at least had the right to do so based on the Agreements thing.

for me the issue isnt starting it up. the issue is that after one has closed simcity 4 it continues to run in the backgroundprocesses. and considering the rights given to the Company which produced simcity (read above), if i remember correctly, are to do Information gathering about ist users and their Actions on the Computer while this program is running, this is extremely sketchy

if it is not in process list you can find it in users tab in task manager, try game software render mode instead of hardware mode in game option

If the .exe doesn't close after exiting the game, something has gone wrong. This is not usual behaviour and the game does not send info back to EA/Origin. Yes, it's technically in the EULA, because those are copy/paste affairs and many modern games do this. If you are playing on Steam, use of the Steam Launcher means you are giving this data to Steam.

However, make sure you are not using the "Save and Quit" option in-game. The sheer amount of work required to save the city, capture a screenshot and then close the application, often leads to problems. The larger the city and Plugins folder (# of mods), the more likely this process will end in failure. Such failure can cause save-file corruption or simply make the app hang. This can be fixed by entering Task Manager and closing it manually if it occurs however.

Change your keyboard language setting USA->ENG to play game in control panel or on system tray,game codes causes error if your keyboard language is another one.
And retry save and quit and try Process -CPUCount:1 and play game in software mode instead of Hardware.
