I was just looking over the original manual that came with the game and noticed the parking garage is intended only for outlying areas near a station, not downtown. I had tried putting one downtown and it wasn't used. Having worked in downtown Chicago I know that parking garages are located there for people who drive to work, but not in SC4.
But still if you want it for the visual appeal nothing is stopping you (apart from your budjet possibly) from building them in your commercial districts

I like the idea of having downtown parking garages, even if they don't serve much of a purpose. There are modded ones that do all sorts of things, of course.
Ouch, "Downtown Chicago." :) Well, you're certainly an urban war-vet!
Unfortunately, yeah, the only real use for them is if they're within walking distance of mass-transit. That limits their use in crowded areas, where you really want mass-transit accessible, doesn't it?
So, let's say you have a crowded, high-rise, residential district and want a nice rail station nearby. You can, of course, put in bus-stops and subways to help them get to the rail-station, but well-to-do people don't like taking the bus. (They love subways, though.) Subways are expensive to build, too... Where a parking garage would really serve a nice purpose, it takes up so much room it is finicky to deal with. Knock down buildings for it or just take your chances that everyone you want to serve can walk? Or, build subways, anyway?
In my opinion, the only location that is really good for it is just outside of suburban residential areas and sitting right next to a rail-transit access. That's kind of a limited use sort of thing.
(I squeeze in a parking garage across the street/beside every single rail/monorail/high-speed rail access point I have, though. And, downtown, just for the "look." )
