Have you tried installing to a directory outside of C:\Program Files or C:\Program Files x86?
Also do you have sufficent disk space avalible to install the game?
I will try downloading it to a diffirent drive.

That is, I believe, your problem. Check forums like Simtropolis for tech help, since they've got the archive of responses you'll need.
Or, it may just be better to get a new, digital, copy from Origin. IIRC, you can still contact Origin and, with your current retail license key, trade it in for a digital copy which has had that form of copy protection/anti-piracy method removed.
Likely true. I'll find a way (hopefully) to fix this.
If you ask me its a tripple downside that he has to use origin to play SC4, honestly i would wait for a sale and buy it on steam or GoG.
As was said above, all you need to do is have a legitimate retail copy/license key for the game. Create an account on Origin, who now own the IP, and go through their process for obtaining a free digital copy of the game. It won't cost you anything except having to create an Origin account and use their front-end, which is enough to put many people off for awhile. :)
