The game is about more than roads rails and red green and yellow squares. Gota give em lots of stuff on top of Water and eletricity.

There was another smaller mod you could use, however I forgot its name so I couldn't find it for you. Basically that other mod upgrades the building stats panel (that small information viewer that tells you the specific stats of a building you click on) enabling it to show you your city's caps without the need for the census building.
Runs fine for me, your probably ran the CD version on older hardware that the game was optimized for.

Has pretty much everything you need to know to get the game to run better on a modern computer.
Not at a 1 to 1 ratio. Usualy you either go with what the zones need to develope into what you want in terms of weath level, or whatever your budjet can support.
In my downtown commercial office area's damn near every street has something, either a plaza Functional landmark (mod stuff) or transit (officies LOVE mass tranzit stations)

Any unzoned space is some sort of plaza park or landmark structure, the towers that are still visible are also Landmarks.
Residential seems to be less demanding.

Give a neighborhood a central mass tranzit connection and some buss stops to get to and from it plus a park or two and they seem to be happy.

Ports dont really do much in my expierence and ant really worth it. Generally as your residental and commercial population rises so will your demand for industry
How exactly is one thread 2/3rds of the steam community having a similar problem?
Let's say you spent fifty in game years building up city number one. When you start up city number two (and every other succeeding cities) you'll have to make sure you also spend fifty in game years there too. But it's not enough to just waste time while you keep the new city tile open. You'll need to develop those new city tiles as well.
