Yes the game runs only on one CPU because it was created during an era, 2004, when computers only had one CPU core.
As for said prep work, you DO NOT need mods to fix this as simply opening the game's shortcut and editing its "Target Path" address by adding -CPUVount:1 is enough to ensure that the game will just run on one CPU core eliminating most of the crash to desktop issues you can encounter from playing. Mods just make it easier as you'll just need to plop a mod or two for the game and most if these issues will be dealt with for you.
