How do you get cheats for this game?

A long time ago I bought this game on disk. I managed to find a way to cheat and get unlimited money. However, I bought the game again through Steam and I want to know if I can somehow import mods from the disk version to the Steam cloud version. Basically, are cheats possible in this game? If so, please let me know

so there is the shift+ctrl+alt+x to open a console for typing in cheat codes
also mods can be done ive got a few from simtropolis, just have to follow the instructions per the mod
