Finaly I tried everything from scratch...
and I couldn't even connect a single city ^^
I gave up, I want to play, enjoy and have fun.
I guess I will have to give power to each city individually for ever since there are no neighbor deals available.
Bye bye.
I will stick with a gaz plant in each city for a while and retry to connect my industrial town later.

If all the power stations have only half a light bulb like the one you clicked, you dont have enough surplus to make another neighbour deal, Turn them up and the advisor will give the option to sell to another city.
Another option is open that second city unpause an wait, u will get an option in the white box from your advisor to buy from a neighbour. whtch out though as if you spend too much and carn't afford to pay the deal stops. you could also build a single windmill power plant while u wait.
That was it. I made the mistake to adjuct the power way too early. Once you know that it works like it should from the start !
