Help! Custom Maps Not Installing Correctly

I'm pretty new to SC4. I have the Deluxe version from Steam and I want to install some custom maps, so I went to Simtropolis.com and found a map of Bel Air that looked pretty cool: http://community.simtropolis.com/files/file/30701-bel-air-metropolitan-area/

I downloaded the map, which was in zip file format, and copied it into the regions folder. The zip file contained 3 files: a .png file, a .SC4M file and a .config file.

Unfortunately, when I went into the game and loaded the region, there was no water or texture. It was just flat grass divided up into city squares. I took a screenshot to illustrate the problem but I'm not sure how to upload it into this discussion.

Can anyone tell me where I'm going wrong?
