how can i create a high tech industrial district
yea so i have a lot of rich people in the main part of my city, and there is high demand for high tech industrial, but i want to have it in a neighbouring area and not in my city center

so i started building in a neighbouring area, but i can only get dirty industry to pop up

so how can i get my rich people to work elsewhere?

Make sure the industrial area is supplied with water and that the High Tech desirability is high, not just the land value.

Assuming you have the educational structure you need to have well educated people, you can set up an industrial area that includes parks and lots of trees. I try to set this up as far away from dirty polluting industry as I can.

Generally dirty industry can be kinda "weedy", if you just zone lots of industrial and the DI demand is high, a lot of times the DI will build and then kill desirability for HI
The easiest way to do this is to raise the taxes of manufacturing and dirty industry to 20% (to kill their demand) so only high tech gets built.

ok, ill tax the hell out of them and build parks and stuff and see what happens
The issue with your plan is how High Tech industry cares about land value first and foremost: https://steamcommunity.com/sharedfiles/filedetails/?id=2949583833 Planting trees temporarily skyrockets land value and hence that's how this high tech factory started building in that heavily polluted area. With this in mind, know your idea's very flawed.

Before and after adding more plazas in my new Industrial zones to encourage more High Tech https://steamcommunity.com/sharedfiles/filedetails/?id=2945681993 Yeah, there's a 75 year gap between, but, the landvalue changed like immediately after, besides, critical mass as far as the whole city (outside of heavily polluted areas) being able to be made high landvalue without parks or schools etc was the point.
Best to have Residential zones in any city tile you intend to have High Tech Industry so extra land value from building civic buildings like hospitals can also aid you in getting High Tech.

Hopefully... that was just meant as a reply to KristopherVector and his I-D weed concerns, because otherwise your advice would most likely just result in nothing being built at all.

i guess maybe ill just make like a more rich suburban part of my city and throw it in there

Indeed this only works if the city already has high tech demand.

yea that was it, as soon as i gave them water they started coming up
I wasn't expecting you to have skipped on something so basic, but, glad it worked out for ya!

Just keep in mind how High Tech Industry still pollutes and so you can't skimp on trees, thankfully though, you can plant trees on grass covered parts etc of the buildings themselves: https://steamcommunity.com/sharedfiles/filedetails/?id=2963507224
Pollution lowers land value is the issue of course, so an overly successful high tech zone tends to kill it's own desirability for high tech due to it's own pollution without trees to counter.

damn i didnt know that either
from the start i thought it did pollute, but thought that was wrong when the small numbers i built before didnt seem to pollute, so i was gonna go ahead and just fill the place with them without thinking
u probably just saved me a lot of damage

sucks i only wanted concrete tho lol
