Best to have Residential zones in any city tile you intend to have High Tech Industry so extra land value from building civic buildings like hospitals can also aid you in getting High Tech.

land value is high and i have parks and stuff everywhere
what i do
Just keep in mind how High Tech Industry still pollutes and so you can't skimp on trees, thankfully though, you can plant trees on grass covered parts etc of the buildings themselves: https://steamcommunity.com/sharedfiles/filedetails/?id=2963507224
Pollution lowers land value is the issue of course, so an overly successful high tech zone tends to kill it's own desirability for high tech due to it's own pollution without trees to counter.
from the start i thought it did pollute, but thought that was wrong when the small numbers i built before didnt seem to pollute, so i was gonna go ahead and just fill the place with them without thinking
