You can still build gridded cities in Cities Skylines, or other 3D city builders or similar games like Transport Fever 2, if you so desire.
There are quite a few isometrical/2D indie city builders, the best I have played is TheoTown. It is available in Steam, has a SC2000 feel, and also free in mobile, with very few limitations and I never felt that you needed to pay to progress, unlike 99% of other mobile city builders out there.

Why would you assume by modern LordChaos meant AAA lol?! SC4 is now 20 years old and therefore the equivalent of three console generations behind, decidedly retro in other words. Cities Skylines isn't new anymore either, but only one console generation equivalent behind compared to again SC4's three and I doubt there's too many who would call CS retro like SC4.
Not having played Cities Skylines, I can't comment if the same is true for it as it is for SC2013, though I can tell you from my limited experience with SC2013 that although it has tools for gridded cities if you want, it's not the same, infuriatingly so to those with OCD like tendencies due to how the default is incorrectly sized for buildings so there'd seemingly always be small unused strips and it eats at such people that they failed to archive perfect space optimisation. Again, maybe CS is better tailored for such people, but I'm not who you're meant to convince, LordChaos is and perhaps already reached the conclusion it isn't to them though experience. And yeah, they could just not use the tools to try getting closer, though that's an extra layer of hassle they don't want to deal with making game worse to them personally even if objectively it's more freedom and so better.
Cities Skylines is not new anymore but still looks decent and feature-wise remains the gold standard of the city builder genre. Mods easily extend its shelf life and features.
If by modern we are talking strictly age, then there are of course lots of newer games, though vast majority generic indie ones with far significantly less features.
Of course, this point is moot since Cities Skylines 2 is coming up this October. It will be the most modern as in both age and game features.
Grids in Cities Skylines are very easy to make, in fact many people do complain that they struggle to get away from "grid syndrome". They are less so in Transport Fever, but they are indeed also possible.
Unused areas due to curves, etc. can be filled with props/mods/assets, trees, etc.

It is a very deep and complex game, with city building and economic and logistics management elements. While it has curves, it is heavily grid based.
It is more complex than CS or SC4 and involves a lot more micromanagement than either, which may or may not be an issue.

Honestly I'd buy this if it was on steam. If only the original, 2000, and 3000 was on steam so I can just play it on my pc. I tried emulating SimCity 2000 years ago but it never worked on an emulator
