Report a translation problem
I found a fix!
I followed this video after making my game completely die on me after switiching to software mode for the yolos.
I already installed the SC4 Fix file but
1. I put it in the wrong plug in folder (needs to be located in the SimCity 4 DOCUMENTS folder)
2. I put "-intro:off -CPUcount:1 -CustomResolution:enabled -r1920x1080x32 -w" (Without quotations) in the starting option but I had something similar in it beforehand.
3. Something that I didn't do before was to turn off HiDPI .
The results are the removal of the blue squares, the graphical you get while moving the camera and increased performance!

I'm leaving this here for everyone who has the same problem in the hopes that someone in the future will not need to spend a good chunk of time to have this game running properly! :)
