日本語化について

[食人族VSコマンドー]

以前はDISC版で楽しんでいたもののwindows10になってからは、起動することができなかったsimcity4、サマーセールということもあって割引になっていたこともあり
steam版も新たに購入いたしました。

もともと日本語が入っていないということは承知ではありましたが、
どうやら元のDISCに入っている日本語データを上書きするだけで
日本語化できるということだったので、とりあえず皆さんに
言われたとおりに必要なデータを入れてみたもののどうにも日本語化されません。

何が原因だと考えられますでしょうか？何か対応方法はありますか？
他の方は現在も普通に日本語で起動できているのでしょうか？

About Japanese localization

I used to enjoy it with the DISC version, but after becoming windows 10, I couldn't start simcity4, and it was a discount because of the summer sale.
I also purchased the steam version.

Originally, I was aware that Japanese was not included,
Apparently just by overwriting the Japanese data in the original DISC
It was said that it could be translated into Japanese, so for the time being everyone
I tried to put the necessary data as I was told, but it is not translated into Japanese.

What could be the cause? Is there any workaround?
Are other people still able to boot normally in Japanese?

Launching the game with -l:"Japanese" does start the game in Japanese, kind of. The fonts being used are Japanese ones, but only a very small amount of things in game are actually appearing in Japanese (tutorial names on the maps and not much else), with the vast majority of the game appearing in English.
