Game Crashes after "EA GAMES" Intro logo. Give up or go VM(Windows 11)
So yeah, I have windows 11 and have installed it. Whenever the game gets passed the EA Games chant sceen, the game fails the load the Region Screen and crashes to windows. I'm to the point where I'll just VM with windows XP or whatever. But if anyone's had any luck getting it running on Windows 11 let me know how you did it.

Update: After much trial and error I got Simcity 4 to work on Windows XP x64 addition on a virtual machine. Basically it involved downloading a GOG version of the game and manually installing it into a Maxis directory in program files.
In addition adding -d:opengl to a new shortcut fixed by bypassing direct X with OpenGl. The only downside is the music speed throttles with the VM so, you're probably better off with other music venues. But that's ok because SC4 is good with other music too.

Funny; it works on my Windows 11 without any problems.

Did you try using the SC4 launcher?

What launcher?

EDIT: I've tried the launcher with no luck.
EDIT 2: retried the launcher, I used the exact settings in the demo images - seems to be working now!

I had the same problem since I got my new Win11 Laptop, I struggled thru till today. I ended up running the compatibility manager, (since the other posts I read did not help me from other persons suggestions as well for me), looks like the compatibility manager triggered a video component search and found a (driver ?) missing. I also left in the program config settings as:"
[Directories]
Data=..\
-CustomResolution:enabled -r1920x1080x32
-intro:off
-CPUCount:1
PlugIn=..\Plugins\
"
I have used it 3 hrs tonight adjusting my knowledge from SimCity 3000 to Sim City 4.
Good Luck

Mine also crashed after the introduction video (windows 11, Intel 12th gen CPU, NVIDIA RTX A1000)

I added -d:soft to the launch parameters (along with a custom resolution) but I think it's the soft d that did it 😜 (which I believe puts it into software rendering rather than hardware. Kind of a bummer but must be an incompatibility with windows 11 and hardware graphics acceleration)

EDIT: Actually also seems to work with OpenGL as the renderer. Here are my launch options (right click on the game and put the following in the launch options)
-CustomResolution:enabled -r1920x1080x32 -intro:off -CPUCount:1 -CPUPriority:high -d:OpenGL

Note you can change the resolution to suit your monitor though I think it doesn't go much higher than 1080p. I was able to get it on my laptop 1920x1200 since I have a 16:10 monitor and it looks good.
