Report a translation problem
In addition adding -d:opengl to a new shortcut fixed by bypassing direct X with OpenGl. The only downside is the music speed throttles with the VM so, you're probably better off with other music venues. But that's ok because SC4 is good with other music too.
EDIT: I've tried the launcher with no luck.
EDIT 2: retried the launcher, I used the exact settings in the demo images - seems to be working now!

I have used it 3 hrs tonight adjusting my knowledge from SimCity 3000 to Sim City 4.

I added -d:soft to the launch parameters (along with a custom resolution) but I think it's the soft d that did it 😜 (which I believe puts it into software rendering rather than hardware. Kind of a bummer but must be an incompatibility with windows 11 and hardware graphics acceleration)
EDIT: Actually also seems to work with OpenGL as the renderer. Here are my launch options (right click on the game and put the following in the launch options)
-CustomResolution:enabled -r1920x1080x32 -intro:off -CPUCount:1 -CPUPriority:high -d:OpenGL
Note you can change the resolution to suit your monitor though I think it doesn't go much higher than 1080p. I was able to get it on my laptop 1920x1200 since I have a 16:10 monitor and it looks good.
