SPAM works differently from the default farm system. It has several levels and they appear in game, when requirements for them change. With SPAM, agriculture demand does not die off, when education levels rise. It develops to match the need. There is a randomness factor in what buildings you get, based on farm size. You can zone small to get farms where buildings do not appear at all. You can zone wider, where buildings do appear.
The amount of crops should be quite varied though. I haven't seen any screenshots from your game, so I can't say if they are working or not.
SPAM also has plenty of addons. Paeng, Craig-ABCVs and other peoples from the original PEGPROD crew made a good bunch of them. Are you certain that buildings you see are not included to those as ploppable lots?
But would anyone mind telling me where exactly the dirt roads are. I just cannot find them!
