how do i add extra cheat mod on steam!?

Wow, didn't know you could even add an "extra cheat mod on steam" I'd be careful with that one.

If you're talking about the SC4 Extra Cheats DLL file, it is available at SC4 Devotion[sc4devotion.com], and it's also on Simtropolis[community.simtropolis.com] as well. If you're looking for it on Steam itself, you won't find it, because there is no Workshop for SimCity 4.

The version at SC4 Devotion has an installer, so you won't need to worry about where to put it if you get that version. The Simtropolis version is a loose ZIP file--if you get it from there, assuming you're running it on Windows, as with pretty much any mod or building you might download that isn't in an installer, the place to install it is in your Documents\SimCity 4\Plugins folder. DLL plugin files won't work if they're placed into a subfolder, so leave it in the main Plugins directory.
