What if there's no interest in either zones?
If so, that is pretty normal because once you hit the Demmand cap, you'll need to start on another city tile for Demmand and Population growth to start anew.

Otherwise, you can just install the "Super Demmand" mod to ramp up the caps and build all you want. However using said mod breaks Regional Statistics in the long run.
Simcity 4 is game designed to be played with multiple cities, not just one.
Streets and zoning won't make neighbor connections, but just about any other draggable will make a connection; even if it is only to Sim Nation, each type (of draggable) should help some. The guides, back when, all gave stats on up to three of each type of connection to each different neighber; Sim Nation being just one such neighbor (but the only one you can get to from any side/border of the region map). Any connection(s) to another region tile can be converted from Sim Nation to a <city-name> connection(s) by starting a city on the other end of that(/those) connection(s).
Airports and Seaports can also make connections; Airports benefit commercial jobs (most); Seaports - if on water way that leaves city-tile - benefit industrial jobs (most). Ferry-boats, with the proper off city-tile water way, can make neighbor connections too; unmoded - there is a minimum amount of water way required in a city to get ferries; and there must be a ferry-terminal on each end of any such connection.
Taxes won't change demand caps!
However - taxes are another factor in the demand equation. Relatively higher taxes will drive some under-the-cap demand to a (one or more of) neighboring city; while relatively lower taxes will pull in (up to the cap) demand from one or more neighboring cities.
