Where can I find Rush Hour expansion pack?

I bought the Deluxe Edition a while back and I am now just getting to playing this game. Where is the Rush Hour expansion pack that's supposed to come with this game? I do not see it anywhere in my Steam library. See screenshot

Rush Hour is fully integrated into the game. There's no separate DLC available for download.

Just for clarity, SC4 Deluxe is SC4 + Rush Hour bundled together. But it's basically an update so there is only one game, just with the new content. All digital versions are SC4 Deluxe, the inferior vanilla game doesn't really support mods and is best avoided.
