If you mean mods, then you can check out Simtropolis and SC4Devotion for massive amounts of community content.
Half the reason I just bought it on sale was for the Steam mods that I have enjoyed on other games. I'm weary with 3rd party stuff but the Steam Shop is generally pretty good.
Oh well, still points for nostalgia I guess...
For some games Wokshop works brilliantly well, but not for others. For example, Skyrim Workshop has been bugged since the winter 2014-2015 and could suddenly limit mod list even before that.
SC4 would be a game, where modding through Steam Workshop would grow impossible. It does not have load order system in place, so you will often have to edit folder and file names manually, so that resources are loaded correctly.
I can endorse both Simtropolis and SC4Devotion. Both sites and their file shares have been running for a long time. They have good comment systems and ratings, so you know what you are actually downloading and can get some support from forums as well.
SimPeg 4 site rests in heaven of bits. Simtropolis is the only source of those files now.
