SKIP THE FORCED TUTORIAL MAP!?

I remember playing sim cities as a kid but not this..could anyone tell me how I can get to the main menu? whenever I start the game it puts me in this tutorial map with all these cities but I can't find a main menu button only exit simcity4 or cancel it's driving me nuts..I know how to play a sim city game!

There should be a button at the top of the screen that is a depiction of a globe of the world. When you click on it, underneath it, there is an option to "create a new region". Once you create your region, when you start the game it will start with that region coming up.

Indeed there is more than one region, just switch to one of those that isn't the tutorial one. You can also skip all the tutorials and use the Timbuktu region if you like.

Now... you say you know how to play a SimCity game, do you though? SC4 is probably the most complex city simulator that exists and has a number of quirks that aren't always obvious. Spending a little time with the tutorials, may actually be very beneficial, unless you've previously played SC4 and are familiar with how the game works.
