Move Plugins Folder?

I recently downloaded quite a few plugins, and my C:\ drive is on the verge of exploding because of how many plugins I've stacked up in my plugins folder. So I wanted to move the SimCity 4 directory to my D:\ folder. I once did this before and I know it's quite specific and not as simple as just moving the folder over, but I forgot how to do it since it's been quite a while since I did.
Can anyone tell me how? I'd really appreciate it.
