You could try downgrading to a lower 16:9 resolution but that's it.
to this instead:
OptionUIZoomLevel 2
This will basically make the UI twice as big. You can also use other values like 1.5, etc, but whole numbers like 2 work best (The UI is an HTML page so it works the same way as zooming to 200% in a web browser).
To find that file I think it's located in
SimCity\SimCityUserData\Preferences\Preferences.prop
my optionUIzoomlevel was already at 1.5 and setting it to 2 or 5 didn't change anything.
This did however work for work for SimCity (2013) !t* Came up when I searched for it! lol so thank you! =)
Edit: Typo
In theory all the UI elements are PNG files that could be modded, but I've yet to see anyone make the effort. I've just upgraded to WQHD (2560x1440) monitors and whilst the UI is small, for me it's still usable. If you are running the game in say 4k, for the moment you'll be stuck with this problem unless you use a lower resolution. The game wasn't designed to work past x1200 resolutions and you need to use a Wrapper to even make it run DirectX beyond such.
