Did you build neightboring cities?
A high demand for industry won't be satisfied by more commercial zones (and vice-a-versa). If you have things balanced between R C and I, then you may want to consider adding more neighbor connections.
And with Region Play, you can import R C and I via said neighbor connections, from elsewhere in the Region; usually from your closest neighboring cities. Don't forget to provide infastructure should you care to try making utility deals with your neighbors.
Nope, a neighbor city is another city you build yourself next to/beside another city you've made.
and of course you have to change switch taxes etc. water and energy traffic apply gambling etc...

The first of those is complex, because it requires a deeper understanding of the simulator, to really see why this might be a problem.
But before you get into that, some sanity checks are really needed. For example, did you know the original Traffic Simulator, the part of the game that looks for paths to jobs, is hideously broken? Maxis made it too simplistic, so the game would run on lower spec machines. However, unless you are using a Pentium III 500, this simply isn't necessary. Make sure you've downloaded and installed the Network Addon Mod. Even if you don't want all the new complex networks it offers, the core "Basic Install", simply provides many fixes that turn a broken game into a working one.

Next, be sure you've patched your files so that the I-HT fix is properly installed. Another bug left by Maxis, but fixed by the community, causes I-HT not to actually provide any R$$$ jobs, whilst creating demand for them. This can cause huge problems if you don't address it.
