Maybe you've just hit your regions demand caps, better start working on your next adjacent city tile.

May need to do a bit of research on this games demand calculators ...

First, you need job zones - Industrial, Commercial, higher wealth Residential, and civic buildings;

Second, you need zones to supply workers - the right wealth of Residential;

Third, you need transit paths (of a 'reasonably short' length) between the first and second.

The above should get you some jobs. For even more jobs you will need inter-city transit - i.e. transit paths that run off the edge of your city (and connect to either a neighboring city or Sim Nation); Airports and Seaports also count as inter-city transit, while the former drives mostly commercial demand and the later drives mostly industrial demand.

Oh, don't forget utilities (power, water, etc), as these are required for most zones to develop.

No job zots mean either your sims have no suitable jobs or simply can not get to them in time.

The first of those is complex, because it requires a deeper understanding of the simulator, to really see why this might be a problem.

But before you get into that, some sanity checks are really needed. For example, did you know the original Traffic Simulator, the part of the game that looks for paths to jobs, is hideously broken? Maxis made it too simplistic, so the game would run on lower spec machines. However, unless you are using a Pentium III 500, this simply isn't necessary. Make sure you've downloaded and installed the Network Addon Mod. Even if you don't want all the new complex networks it offers, the core "Basic Install", simply provides many fixes that turn a broken game into a working one.

Next, be sure you've patched your files so that the I-HT fix is properly installed. Another bug left by Maxis, but fixed by the community, causes I-HT not to actually provide any R$$$ jobs, whilst creating demand for them. This can cause huge problems if you don't address it.

You might just need to rezone that section of the city.

Sometimes areas wont be good for 1 type of zone, say res, but change it to commercial and it takes off.
