If cloud settings don't fix your issue, see if you can import the saved city from the regional downloads folder?
BTW - somewhere there is a reset for the tutorial cities (but this should put the original, unplayed, cities back into the region).
Specifically, all SC4 content, save files, plugins/mods/etc all rely on unique IDs to function. The file name isn't used internally, only these IDs.
So, if you end up with an ID conflict, where two save files (one per city exits), have the same ID, that's when the game will move those conflicts to the Downloads folder under Regions.
This issue usually only occurs when using the regions that come with the game, since those have fixed IDs. When you have duplicates of either a city of region, but with different file names, that causes the problem. You need to remove the duplicates, specifically those undeveloped cities, then replace them with the archived ones from the Downloads folder.
