Report a translation problem
Tolls need to go on straight sections of road, at least 2 though maybe 4 tiles long.
About the toll, when I put it on the road (or streat, or avenue) it says "occupied" .
Please, tell me what you did, because I have the same problem.
I find this very hard to believe. Which resolution exactly had the issue, it would allow others to confirm your results.
The fact of the matter is, that such connections generally require a very level space in order to work. When you place a TE lot that connects to an existing network, it is often the case that the game can not auto-terraform the tiles and so won't allow something to be built. Use of a custom slope mod only makes this more difficult too, since they are generally more restrictive. Two solutions to this:
1) Usually building the TE lot (in this case the El-Sub lot) first away from any networks, then connecting by dragging from inside the lot and away from it.
2) Use any of the basic network tools like Roads, Streets or (my personal preference) Rail, click with it selected once in each tile for the space required. For example if a 1x3 lot, you do this three times. This technique is known as placing "Stubs" and will ensure all the connected tiles are absolutely flat. This ensures the TE Lot can be plopped, then you can drag the usually more flexible networks away from them.

No it simply isn't unstable, that's a total myth, but it isn't a new game nor is it without it's quirks. So Steam Overlay was never a "designed" feature, so why would that work? If it doesn't, that on Steam for selling games that don't work with their features. I mean either disable it or work with the developers to update the code, it would prevent this kind of user misunderstanding.
Really?, care to give us an example? Again I suspect this is simply something that's been misunderstood and then repeated by those who don't really know what they are talking about. I've been playing and modding this game for 8 years, including assisting others with support issues. In all that time I've never came across this kind of problem, so to present such as a forgone conclusion seems a bit much. There is a big difference in terms of how your Graphics Drivers function when using Full Screen v.s. Windowed mode, but that's simply how Windows works. In terms of that having an effect in-game such as creating limitations as you imply, sorry that simply isn't how such code works.
If you can't explain to us exactly what the problem is, it is very hard to give you an answer that will be helpful.
The point I was trying to make before was that you can place these items just fine, there is no general game bug that I know of that would affect this.
