The game is not that hard that you'd need cheats to be "sucessfull". But I guess they can be usefull to "speed up" development of your cities if you want results quickly.

get off your high horse, this is considered one of the harder simcity games. There are a million reasons to use cheat codes, doesn't mean someone is struggling.

Actually several people sometimes opt to use money trees, the Cousin Vinnie Ordinance mod or even the add funds cheat using the extra cheats.dll you can download off of the STEX to speed up development. Or when you run out of funds because you keep messing up that complex RHW Interchange you're trying to build.
