The title in in German, because unter means under in German, also the rest are names, and those are used in other languages so it doesnt appear anything like Simulation Stadts 4 or who knows what it is in proper German.

He is asking whether this game runs, that is, steam version, also without problems under Win 10. He/She has has found out that CD version doesnt want to run in Win 10. How is it with the Steam version.

Thanks in advance for the help.

The Steam version runs under Windows 10. Using it on my system which has a Intel Core i5 7500 Processor, 16 GB of RAM and AMD Radeon RX480 (8 GB) GPU. There's no 16:9 resolutions out of the box without using special configuration options but the 4:3 ones available by default are still nice on my full HD monitor. Had one out of the blue crash but I had at least 2 of those on old Windows 7 machine. Save often just in case.

I don't speak German but maybe someone can translate for you. :)
