Report a translation problem
The only way I know of (other than logging in as a different User) to relocate save files (that normally end up somewhere in the current User's "Documents" folder) is to map a logical drive to an empty folder ... in "Disk Management", which requires Administrator Authority.

Even if this method worked, it doesn't sound permament as the library resets everything after use,
though you did say something earlier which suggests you may already be aware of this weakness: So, in other words, sounds like I'm just going to have to load the game once to create SC4 docu-ments folder (along with uping the settings) before cut/copying my regions into said folder, later on, cut then back afterwards. Not hard, just would be nice if I could do without like with other games.
When using the Windows File Explorer to reach the Control Panel (instead of right clicking the Start Button ... bottom left corner of screen? for a more direct route to the Disk Management console?), do NOT go to "All Control Panel Items" - but keep scrolling down to find System and Security, then don't expand System and Security but just select it ...
This should pop-open a window that has an Administrative Tools header line near the bottom of the page ... one of the topics under THIS header line should be Create and format hard disk partitions ?
The above does have a better chance of being maintained between sessions if one is on a friend's private computer; rather than a public computer at a Library.
And on a Library Computer, I would expect to have to do some setup - regardless of what external storage is being used (even if you go the so called user friendly route of One Drive); unless said Library allows one to maintain a user profile between sessions?
For me, accessing a control panel via the File Explorer is not all that natural; and in this case "All Control Panel Items" does not truly contain all items accessible via a Windows Control Panel !! ... as the continuation of items literally under (but still at same depth as) "All Control Panel Items" might clue one in to this being so ...
