The Rush Hour expansion (the "deluxe" in SimCity 4 Deluxe) did away will every sim taking the first job they come to ... once a job is filled - other sims will need to look elsewhere. And you will need middle and upper level management (higher wealth sims) to supervise / hire / fire / etc.
FYI: commercial zones will do better with yellow-or-red congestion-wise roads.
With NAM, please do read the documentation that came with NAM, to avoid accidentally breaking the game.

I had the same problem you had. I would even zone commerical/industrial right near the weatlhy residential zones and they still show the no job icon. I applied the fix and i no longer have the no job icon or abandonded due to commute time
