That is what "Deluxe" stands for. It is the SimCity4 and Rush Hour update already combined. :)
If I remember wrong, then update file would be in the installation folder. However, the version number in Steam and GOG is the highest available. Thus I do not think that I rember wrong.
People are using Network Addon Manager (NAM) for those new roads and rails. It is nor part of the game, but a popular mod for it.
You do not need to install an update, because SC4 Deluxe already includes it.
