Issue with Regions
Bought this game the other day, been putzing around with it today. I'm having an issue getting regions to load. When they load, they all are flat. Fixed one problem by telling my antivirus software to allow changes but I can't figure out this one. Any help would be appreciated.

Bad Idea! SimCity 4 is a game that will read every file in both the installation location ("<Steam>\SteamApps\Common\SimCity 4 Deluxe") and the save-point location ("<documents>\SimCity 4"); your idea will have the game trying to load the same files twice.

Personally, I prefer my regions to start out flat (as too large a difference in elevation within 6 tiles of a city border may trigger reconciliation), then use the pre-mayor | god mode terrain tools to raise, lower or otherwise alter a city's terrain (inside of that 6 tiles next to other cities).

And for those that prefer otherwise, there was once-upon-a-time options in the Region Creation process for more varied Regional Terrains; apparently these have at some point been removed, leaving flat plains and flat water. One should still be able to open a city tile and modifiy the terrain there (saving & exiting - before creating an actual city by selecting the Mayor Mode button). I believe I saw a tutorial city in the Timbuktu region on how to alter terrain?

my idea is to load default maps if he doesnt want flat regions in game. if he deletes docu/sim4/region folder game will auto-recover the old maps

If you're pre-made maps (San Francisco, London, etc.) won't load and you still can't figure it out, I would recommend heading into the Workshop and checking out some of the awesome terrains that people have uploaded. There are installation instructions on most of them that are very easy to follow.
I don't remember which one did it or if they patched things to change it, but either SimCity 3000 or the first edition of SimCity 4 had the ability to take topigraphical maps from the USGS website and translate it into a terrain for you.

This game DOESN'T even support the Steam Workshop, you idiot :P
