Long and short, you can try everything mentioned in that thread. But ultimately the NVidia drivers should be making the NVidia GPU run when SC4 is launched. Put another way, SC4 has no control of what GPU the system presents it with.
If NVidia's software isn't doing what you tell it to, that suggests a driver problem to me.
If you are sure no such files exists in the Installation/apps directory, it could be because the game has yet to successfully launch. Otherwise, I suspect you are looking in the wrong place for it.
