With a patched game, you certainly can install mods. The vast majority you just place in Simcity4/Plugins found somewhere in your user directory. If there are any other special installation instructions. Be aware though, that mac OS enforces a strict limit on the number of files you are using, but that can be circumnavigated with Datpacking[sc4devotion.com] (recommended), or alledgedly, UNIX commands[community.simtropolis.com].
With an unpatched game, you can also install and use many mods, but they may not work correctly (e.g. no nitelights will appear on any custom buildings).
I am experiencing the same. I had a pre-patched SC4 installed through Steam, on this machine but I did a factory refresh after installing a SSD. Now Im trying to setup again and I can only download 1.1.1 from the steam store. I've tried uninstalling and reinstalling but no joy.
It will work under Catalina soon
