Or in other words, is there any point in zoning high density where you only want HT-I?

Yes there are. They're not tall buildings like for residential and commercial but if you a part with medium density and another with high density you'll see some high-tech industries developing only on the high density zone.

I don't know. Personally I've never seen much of a difference between HT-I buildings on medium and high density zones so I feel fairly confident in saying it's not worth the extra 2.5 times in cost to zone high density over medium density if you only want the land used by HT-I.
