I am on Windows 7 and I have the same problem. It worked for me about a year ago, but when I went to play it today it kept crashing while it was loading. After reinstalling the game I got past the loading screen, but then it crashed after I picked my car.

I got it to work! I think the problem was that I installed a program called SmartCam which supposed to turn a smartphone into a webcam, it did not work for me, but I did not uninstall the program. Evidently the game can have problems if you install a webcam. I would recommend disabling your webcam, if you have one. For Windows 7 go to Start Button > Control Panel > Hardware and Sound > Device Manager (under Devices and Printers). The webcam driver might be under Imaging devices. When you find it right click on it and click disable. After all of that, it might help to restart your computer. When you run Burnout, if you select configuration, and under Webcam the only option is none, you should be good to go. I found this link very helpful. Burnout Paradise - Fix Those Pesky Crashes!

There's also an issue with shockwave, which the game uses when you first login. For some reason it can cause crashes as well if you've changed anything in the main shockwave settings, or uninstalled shockwave
