I didn't want to use another save, I wanted my own, I figured it out.
You got it working correctly? If not, I can edit your save for you.
Yeah, I got it working, now trying to find a way to edit the .exe and have it save so I don't need to use CE everytime.

I had already bought it, I wasn't going to re-buy the same cars that we should have gotten anyways..
The Ultimate Box does not contain all of the DLC. From another thread:
The Ultimate Box included a bunch of updates, Party Pack, bikes, some additional cars, and a day/night time cycle.
There's a bunch of additional DLC not included in The Ultimate Box for which the in-game store has closed. You can now obtain this DLC either through Amazon or by modifying your save file.
The Ultimate Box was originally intended to be a highlight release of Burnout's first installment on the PC, and so included all updates and DLC up to that point. More DLC was introduced after the release of The Ultimate Box, and this didn't make it in. Some of this DLC was released for consoles only, like Big Surf Island and Cops & Robbers, and some of this DLC was released as typical DLC that you had to pay for, such as the Time Savers Pack, Toy Cars pack, Legendary Cars pack and such. This DLC was sold through the in-game store for a while, but that went offline about half a year ago (I think).
The only way you can acquire these DLC cars is through either buying a code for them through Amazon (this is a more recent option) or by modifying your save game, which is a bit of a complex effort, but it's free.
