Where are the settings?

I just cant figure out where are the settings for controls, do they even exist? Also, why do laptop camera turns on every time I enter menu?

If you navigate through the game menus, you'll come across a set of options such as video options, audio options, controls, etc... Pick the controls option and then you can map the keys from there. Your webcam also turns on everytime because the game uses your webcam to take a picture for your ingame drivers license. There should be a way to turn it off in the game settings for that.

The problem is I cant locate setting menu :D I know that this is stupid, but where is it? Then you log in there is no such thing as options or settings, 4 choices, and none of them are settings. Ya camera took my picture, but why the bloody hell would it need to be turned on every time(Yes I know that this is stupid paranoya, but seriously turn it on then you need it not constantl)

On the controller, I think you have to press LB and RB to move through the different parts of the menu. as far as playing on a keyboard, i've yet to try it, but i'm assuming that its the left and right arrow keys. You just have to move through the menu enough times. And yeah, the webcam thing is pretty annoying, but i'm pretty sure you can turn that off on the same part of the menu where the controls are. Its kind of hard to explain this, so sorry if you're even more confused lol.

You can definitely turn off the camera, head to Game Settings. I've turned mine off permanently.
