I don't know the proper term for it, but there's a logical fallacy that people fall for when they associate the word "Ultimate" for games, assuming they're meant to be bundled with DLC.
Anyways, the situation is the same. After the second Burnout Store update, there were no further updates and DLC for the PC release. Just unlocking cars and getting special cars.

Thanks. I kinda wish they had made the regular Burnout Paradise like for the consoles for PC, but this is fine. I'll take what I can get.
