Don't judge a CPU based on the clock speed.
My i5-4200U with an R7 M265 runs this fine, as long as I don't use anti-aliasing.
So to OP, full specs please.
Also, you've probably done this already but deactivate DoF, motion blur, SSAO, HBAO, anti-aliasing and V-sync. FInally, close all processes that consume CPU (use the task manager by presing Ctrl + Alt + Del once). Multiplayer can have higher or lower fps depending on how good your connection is (and how good the other players connection is). If for example you live in America and try to play with someone from the UK it will reduce your fps more than if you play with someone in America.
The only mods out there for Burnout will make it harder to run, so don't waste your time looking for that sort of thing.
Just face the facts: your PC is outdated and slow. Just because you can run one game it doesn't mean you can run something else.
I would say now is the time to start looking for a PC upgrade...
