You don't need it. Just log in on the website using the same EA Account used inside BurnOut and buy the 0.99 USD DLC. It will unlock everything once you log in (again) INSIDE the game.
Yeah I just made a thread about it but I'll ask here. Is there any way to get the bonus stuff but not unlock everything immediately? I think I'll pass on buying it if there is no way to avoid unlocking everything right away.

Thanks for the info. I hate this trend of turning cheat codes into purchasable DLC. Plus unlike cheat codes DLC can be really hard to turn off!
