To enter the console, use the keys CTRL+Shift+C, then type in freedom. Removing the limits is only possible when you're using the creators in the main menu.
There's no way to upload creations that use freedom, though.
As for the flora editor, it's a bit more complicated. If used in game, they're likely to make your game crash.
You'll have to edit the shortcut to the game. by adding -state:floraeditor to the end of it.
If you've got GA though, there's a 'mod' that fixes the main parts of the flora editor.

With no limit, you can make an extreamly overpowered creature, plus you are changing the basic game mechanics. Not everyone else will have done that.
So this will not work in-game, right?
Defeats the purpose of even trying to use it, imho.
here you go, one of them is broken tho and the other has busted scales, but unlimited nonetheless
The flora editor has always been extremely buggy. There was a mod out there some time ago that tried to fix this... If I could find a copy, I could attempt to make them uploadable, but there's no guarantees the Spore servers would accept that type of content.
It's possible and even likely the spore servers don't attempt to distinguish too much on the content types, but there are certainly some filters.
Personally I've been trying to make the flora editor accessible from in game, but I have not yet had any success. I'm going to try to make a copy of the creature modification tool in Space Stage and apply it to flora instead, see if that works out. I'll let ya know. If it does, then I need to figure out how to make it less prone to crashing on a dime.
Regarding the Cell Stage, that is also on my to do list. The cell editor and the -state:CellEditor editor (referred to in the game files as the 'complete' cell editor) are separate. I'm thinking perhaps simply merging the two and trying to make sure the part unlocks carry over to the other parts. The other parts are just different appearances for the existing parts, but more creativity is always a plus.
