I like to think of this game loosely like a chess game, you HAVE to make a move :3
And there are a few items that do this, war drum, boots of leaping/lunging, holster.

It does that because the game is trying to hold off on moving to let you move until the last moment.

No I think he means simply have a beat where it counts and you don't move, the enemies still do though, and you keep your multiplier, as if you used an item.

This is what I really meant. A key that you can press to make it as if you missed the beat, but so you can actually hit it DURING the beat to skip it, instead of waiting out the whole time needed for the game to automatically skip it.

No, not at all. Like I (tried to) put in the OP, it'd have all the same consequences as if you 'missed' a beat in game, the only difference being that you could -call- the missed beat out before the time alloted for it runs out.
