Also had this problem. Tried installing to both SSD and disk on one computer and on another computer. Also tried on two different networks. Only for this game as well, other games installed fine. Begins with consistent download, then cuts out, then small slow bursts of download. Fortunately, the bursts only happen till around 300MB downloaded, then normal consistent downloading returns until finish (at w/e your internet speed is).
Not an ISP problem, hard drive problem, etc.
I think it may have something to do with how the game is installed (like order of files, size of packets, or something). Disk usage shoots up to 100% during the bursts, even though disk usage only shows like some few KBs (clearly not 100% of SSD throughput).
I even copied the game files from my laptop to my new computer, but these aren't accepted either...
While I was bored waiting for the 10kB/s download, I had a look at wireshark, and I can see the problem (sort of) - 90% of the packets are either duplicate ACKs, out-of-order, retransmission or "previous segment not captured". Thus 90% (or more, perhaps) of the wireshark scrollbar is highlighted in black (colour code for wasted packets due to retransmission etc) rather than the usual green for normal data exchange.
So for some reason, TCP ACKs are not getting through, and data is being retransmitted. So the TCP exponential backoff algorithm kicks in, and limits the speed to a snail's pace in an attempt to get more reliable communication. None of the packets seem to be "invalid checksum" so it's not a bad link, it's that the ACKs are being lost.
Does Necrodancer use a different server to most steam games? It's being downloaded from 78.129.164.123, which is apparently "IOMart Hosting Ltd".
On the previous machine, the problem magically went away after about half an hour. This time it's been 35 mins and.. I was going to say it's still slow, but It's started downloading at a half-decent speed. Finally!
Definitely something fishy going on!!
1h 15m since download started now, and it has only downloaded 50MB. Currently 3.5kB/s ETA 4 days. WTF?
I wonder if *some* of the NecroDancer's content is not distributed by Valve, but by the game publisher, on their own super ♥♥♥♥♥♥ servers at IOMart Hosting Ltd, whoever they are. Either that, or Valve is outsourcing some of their content delivery to sucky servers.
