I'd say it's more than that. The design may be simple, only comprised of pictures and minimal animations, but what defines a game for me (and makes it enjoyable) is the fun I have in it, the feeling of accomplishment, rewards, climbing trees, inside jokes, sound effects & music. This game has it all.

So considering the amount of fun I had, the amount of sleep I lost, and the hours of playtime compared to how much I paid, it feels like a good purchase.

Therefore if the conditions are met, one can also pay $50 for a flash game. Or 300. Doesn't matter.

I paid 1 dollar for a humble bundle that had this game, but I'm going to buy Cook, Serve, Delicious 2 day 1 for what the dev said will be selling for between $10-$16. It may indeed be a flash game but it's a damn good one

I have yet to find a similar cooking flash game be it on the internet or mobile which has as much content and fun as this game and does not include microtransactions.
