Did you create any fires with the welder? Those sometimes have a habit of causing scorch marks out of reach on the underside of geometry.
Other than that, I'm not sure. As you say, it doesn't look like there's anything there.
You could try using the "KillNearestMess" cheat in the console(~) to get rid of it.
Well, I completed the entire map twice to find that the same spot was going off. It may be a bug. As for the area on the second playthrough, I think you're right when you say that it was soot that's outside of reachable geometry.

Nothing is wrong there.
Perhaps you missed some bullet holes nearby?
(One of Unrefinery challenge: Camouflage bullet holes.) (Yes, some of them are in that corridor.)
First one might be on the other side of the door frame or on the left side of the wall.
Second one might be the bullet holes near the ceiling behind you.
And as for the area around the fenced wall...
I was sure I was about to go insane.
When you use the welder, shoot in around 3 second bursts giving a little time for it to cool down.
It's actually a scorch mark that's INSIDE the ceiling. And that's not visible nor cleanable from below at all.
