Great Story, Bad Combat - A refund.
It's unfortunate that the combat feels sluggish and unfinished, but the story is well-crafted and engaging.

All be it Halo is more on rails then Souls games are.
They just are not first person shooters since they are 3rd person melee..

Dragon Age 2 combat looked cool at first but became repetitive really quickly with poor party AI.

The combat feels good to me. I’d prefer a lot more blood and gore, like Dark Messiah or Vermintide, but the combat is tactical and satisfying. Maybe you need to try a different weapon combination?

From what I've heard, they are not as reactive to your decisions as in the other games. A bit of a bummer.

You didn't play it? The story was legitimatly awful. The character writing was fine bit the narrative itself was for the most part agreed to be bad by fans of origins. The gameplay was simplified from origins yeah but still good for what it was. It had tons of problems due to being rushed, like reused map assesets and absurd companion quests, but it's biggest miss was definitely the main story as a whole.

You're confused. A role by definition is the representation of a specific character in a story. You are assuming a role in a play, movie, video game, etc. You are a character often among other characters as part of the plot. In a role playing game, you assume the role of a character in a story with a narrative. Hence, having a 'role'. This is the core mechanics of a role playing game. Without a narrative there is no role to assume in the plot. Take a survival game for instance, it does not require a narrative. You simply survive. A role is not assumed.

You say "from the perspective of a ROLE" A role in what? Without a story there is no role to play.

the key element is the ability to actively "roleplay" as a character within the game world, making choices that shape the story and their character's abilities.

I'm not defending this game but some of the most beloved first person RPGs have jank combat with decent story/lore. Morrowind, Oblivion, New Vegas, Skyrim,...etc all have JANK combat yet people still play and praise those games.

How is it any different here?

The developers describe the content like this:
“Outriders is a RPG-Shooter with aggressive gunplay and intense action. As such, blood and gore is frequent, and core to the experience. Folks can brand things how they want to try to grab folks interest.
Outsiders like Dark Souls is an action adventure.

Dark fantasy setting or sci fi does not make it an RPG.
If it does then pretty much every game on the market should now have the sci fi or fantasy rpg tag.
