my gtx 1650 and amd 5 3500 with 40 gbs of ram runs the game at 60 fps with no issues or lagging or stuttering

You'll probably be "fine" on 1080p high settings with DLSS & FSR but don't expect a stable and smooth experience, FPS will fluctuate from 60-80, some areas will cause it to drop down to 60 and you'll face stuttering sometimes making it drop to 40 for a moment. If you're okay with playing at only 60FPS then it'll be better if you just limit it to 75.

You won't be able to use the AI features but Nexus has VRAM bypass mod for at least the Generative AI for Clothing Textures.

I personally would wait for the full release before considering on buying it as right now, aside from the character creator, it's not worth it, feels more like a tech demo.
