Is there a huge area marked yellow when enabling the crime-grid or just a small piece?
Are you making use and running a smuggler's dock? As this might be the reason.

I didn't have a smugglers dock but i did hve regular docks in the vicinity and a fishing warf. I am still ongoing in the waterborne campaign but this happened in the vanilla campaign while I used the waterborne content. I plan to to play a sandbox soon as I finish these last two waterborne campaign missions. I will be using the floating apartments and bathyspeheres so I can see what happens and will not use a smugglers dock.
I will post what happens here to let you know what happens.
Edit Update: Okay so I was on mission 4 of the Waterborne dlc and placing them near one another did in fact turn the green crime area into yellow and some spots in red that were near another structure like a dock or in my case oyster farm. I assume this is how they function normal like the "on land" apartment buildings? Not sure if I had a smugglers dock earlier.
Edit Update 2: I did the last mission of the waterborne campaign placed a good number of floating apartments , made sure not to have a smugglers dock, crime safety stayed green.
